The processes of a good administration are twofold. However, the more aware and active these entities become, the more the dynamic of interdependence outside the State grows, and the more each State is exposed to the excesses of the new global uncertainty. As a consequence, international relations are linked to the survival of the most vulnerable and vulnerable of human beings. It is they who are most affected by the changes and upsets that characterizes contemporary societies. The growth of the phenomenon of interdependence means the loss of individual autonomy. At the same time we are witnessing the creation of a new community of persons, a community that is expanding towards its boundaries of penetration, and the homogenization of cultural conditions of life, at once more cohesive and more heterogeneous. The elements that have been used up in the elaboration of so many societies are being recycled into new forms and making new contributions. These elements constitute the anthropological matter in the interregnum in which the order which existence needs is being created amidst the menace of anarchy, in a manner that is both alien and threatened.
